In 3 1/2- to 4-quart slow cooker, layer potatoes, carrots, onion and beef cubes. In small bowl, combine broth, tomato paste, paprika, caraway seed and garlic; blend well. Add to slow cooker.
Cover; cook on low setting for at least 8 hours.
Before serving, in small bowl, combine water and cornstarch; blend until smooth. With slotted spoon, remove beef and vegetables from broth; cover to keep warm. Stir cornstarch mixture into broth mixture in slow cooker.
Increase heat to high setting; cover and cook an additional 5 to 10 minutes or until thickened. Serve broth mixture over beef and vegetables.
