Heat oven to 450°F. Generously spray 18 miniature muffin cups with nonstick cooking spray. In small bowl, beat eggs with wire whisk or egg beater until lemon-colored and foamy. Add milk; blend well. Lightly spoon flour into measuring cup; level off. Add flour and remaining ingredients; beat just until batter is smooth and foamy on top. Pour batter into sprayed cups, filling to within 1/4 inch of top.
