Heat oven to 400°F. Grease bottoms only of 12 muffin cups or line with paper baking cups. In small bowl, combine 1/2 cup of the all-purpose flour and apples; stir until apples are well coated.
In large bowl, combine remaining all-purpose flour, whole wheat flour, 1/2 cup brown sugar, baking powder, salt and 1/4 teaspoon cinnamon; mix well. Add apples and all remaining muffin ingredients; stir just until dry ingredients are moistened. Divide batter evenly into greased muffin cups.
In small bowl, combine all topping ingredients; sprinkle about 2 teaspoons over each cup.
Bake at 400°F. for 20 to 25 minutes or until toothpick inserted in center comes out clean. Immediately remove from pan. Serve warm.
