Heat oven to 350°F. Spray 13x9-inch (3-quart) glass baking dish or 8 (1- to 1 1/2-cup) individual ovenproof baking dishes.
In 4-quart Dutch oven, heat oil over medium heat. Add beef; season with cumin, salt and pepper. Cook 8 to 10 minutes, stirring occasionally, until thoroughly cooked. Add salsa and beans; cook 10 minutes.
Pour chili into baking dish. Sprinkle cheese and green onions over top. Separate dough into 8 biscuits; arrange over top.
Bake 30 minutes. Remove from oven; place on cooling rack. Cool 10 minutes. Top each serving with sour cream.
