In small bowl, combine 1/4 cup of the broth and the flour; blend until smooth. Set aside.
In medium saucepan, bring remaining broth to a boil over medium-high heat. Add broccoli; return to a boil. Stir in tortellini; cook 3 to 5 minutes or until broccoli and tortellini are tender.
Stir in turkey. Add flour mixture; cook an additional 2 to 3 minutes, stirring constantly. Reduce heat to medium-low; stir in sour cream. Cook and stir until thoroughly heated.
