Spray 12-inch skillet with cooking spray. Heat over medium-high heat until hot. Sprinkle beef with peppered seasoned salt; place in skillet. Cook about 8 minutes or until browned, turning once.
In 3 1/2- to 6-quart slow cooker, layer potatoes, carrots, beef and onion. In small bowl, mix tomatoes and gravy. Spoon over beef and vegetables.
Cover; cook on Low heat setting 7 to 9 hours.
