Heat oven to 350°F. Line 24 muffin cups with paper or foil baking cups. Prepare and bake cake mix as directed on package for cupcakes, using water, oil and eggs. Cool 30 minutes or until completely cooled.
In very small bowl, reserve 2 tablespoons frosting. In small bowl, combine remaining frosting and very small amount of food color; blend well. Frost cupcakes; sprinkle with edible glitter.
With kitchen scissors, cut each large marshmallow crosswise into 3 slices. Slightly flatten 24 miniature marshmallows. Place 1 large marshmallow slice and 1 small marshmallow on each cupcake to form snowman.
Cut 3/4-inch square of fruit snack for each hat; roll one side for small brim and pinch opposite side to form stocking hat. Cut 3/8-inch by 3 3/4-inch rectangle fruit snack for each scarf; snip ends for fringe. Add hat and scarf to each snowman. For eyes, dip toothpick in blue food color; add 2 dots on each snowman's face. Cut small slivers from orange gumdrop; attach with white frosting to each snowman for nose. With white frosting, attach small candy "buttons" and pom-poms for hats.
