Spray large nonstick skillet with nonstick cooking spray. Heat over medium heat until hot. Add onions and bell pepper; cook 3 to 5 minutes or until crisp-tender, stirring occasionally.
Stir in tomatoes, eggplant, tomato paste and basil. Cover; cook 5 to 8 minutes or until eggplant is tender, stirring occasionally.
Meanwhile, cook tortellini to desired doneness as directed on package. Drain tortellini; add to tomato mixture. Cook 1 to 3 minutes or until thoroughly heated. Sprinkle with parsley.
