Combine 4 cups water and garlic in large saucepan. Bring to a boil. Add green beans; cook, uncovered, over medium-high heat for 4 to 7 minutes or until beans are crisp-tender. Drain.
Remove garlic from saucepan; mash garlic. In small cup, combine garlic, butter and lemon juice; blend well. Add garlic mixture, salt and pepper to green beans; toss to mix.
