Set oven control to broil. Line 15x10x1-inch pan with foil; spray foil with cooking spray. Pat catfish fillets dry with paper towels; place in pan.
Broil with tops 4 to 6 inches from heat 8 to 10 minutes, turning once, until fish flakes easily with fork.
Meanwhile, in 1-quart saucepan, mix water, cornstarch, bouillon and pepper until smooth. Cook over medium heat, stirring frequently, until bubbly and thickened. Reduce heat to low; stir in butter-flavor granules and lemon peel. Remove from heat; stir in chives. Serve sauce over fish.
