In medium saucepan, bring 2 cups water to a boil. Add asparagus; cook 3 minutes. Reserve for a future use or discard seasoning packet from soup mix. Break noodles into bite-sized pieces. Add noodles; cook an additional 2 minutes. Drain; rinse with cold water to cool. Drain well.
Place asparagus and noodles in large bowl. Add beef, onions and bell pepper.
In small bowl, combine all dressing ingredients; blend well. Pour dressing over salad; toss gently to mix.
