Hey FresnoMom-Read Step 1 again - you cook the noodles in the pan with the browned ground beef, tomato sauce and water! Great one-pot trick!

Clearly there is a step missing. Does the beef get mixed into the noodles after cooking or layered separately? There is no mention of the noodles following the initial step.
