Heat oven to 350°F. Grease and lightly flour 13x9-inch pan. In medium bowl, combine flour, baking powder, pumpkin pie spice and salt; mix well.
In large bowl, combine sugar, shortening and vanilla; beat until light and fluffy. Add eggs 1 at a time, beating well after each addition. Alternately add dry ingredients and milk to shortening mixture, beginning and ending with dry ingredients. Stir in apples and raisins. Pour and spread batter into greased and floured pan.
Bake at 350°F. for 45 to 55 minutes or until toothpick inserted in center comes out clean. Cool 10 minutes.
Meanwhile, in medium saucepan, combine brown sugar and cream. Bring to a rolling boil over high heat, stirring constantly. Remove from heat; stir in powdered sugar until smooth. Cool 5 minutes, stirring occasionally. Pour glaze over cake; spread evenly. Cool 1 hour or until completely cooled.
