In 10-inch nonstick skillet, cook ground beef over medium-high heat, stirring frequently, until brown; drain. Stir in beans, taco seasoning mix and water. Heat to boiling. Reduce heat to medium-low; simmer uncovered 1 to 2 minutes or until water is absorbed.
Arrange tortilla chips evenly on individual plates. Spoon beef mixture evenly over chips. Top with cheese, tomato, lettuce, sour cream and cilantro.
