I think I know exactly what recipe you're looking for. It was in a Land O Lake's small Cookie cookbook pamphlet thing you get in the grocery store line, published in 1995.
Soft Sugar Cookies
1 1/2 cups sugar
1 cup butter, softened
2 eggs
1 tsp vanilla
2 tsp grated orange peel (optional)
4 1/3 cups all-purpose flour
1 tsp baking powder
1 tsp baking soda
1/2 tsp salt
1 8oz. container Sour Cream
In large mixer bowl combine sugar and butter. Beat at medium speed, scraping bowl often, until creamy (1-2 minutes). Add eggs, vanilla and orange peel; continue beating until well mixed (1-2 minutes).
In medium bowl combine flour, baking powder, baking soda and salt. Reduce speed to low. Beat, adding flour mixture alternately with sour cream and scraping bowl often, until well mixed (2-3 minutes). Divide dough into 3 equal portions; wrap in plastic food wrap. Refrigerate until firm (at least 2 hours).
Heat oven to 400 degrees F. On lightly floured surface roll out dough, one portion at a time (keeping remaining dough refrigerated), to 1/4 inch thickness. Cut with 3 inch cookie cutters. Place 1 inch apart on cookie sheets. Sprinkle with colored sugars or bake plain. Bake for 6-9 minutes or until edges are lightly browned. Makes 3 dozen cookies.
One note from me... DON'T cook until edges are lightly browned lol. If they're browned, they've been cooked too long! These are wonderfully soft cookies, however if they get overcooked at all, they aren't so good anymore. Usually about 7 minutes is good, you just have to watch them, get the feel for it, you can't overcook these cookies at all.
